Motorcycle Cutting Out At High Revs

Motorcycle cutting out at high revs. When I goose the throttle my motor cuts out at high RPMs. This happens at around 3500 to 4000 RPM. Vacuum leak on the carburetor or intake boot.
Carburetor spring is on backwards. When the tach reaches around 6-7 rpm the engine begins to bog but it doesnt cut out. I suspect it is either fuel or ignition.
Idle level too high A high idle level is not dangerous for your motorcycle but it have a few disadvantages and its still a sign that something is not right. The cut out will last a split second as if it misfired and the bike feels kind of weak. Weather was perfect low 70s and no humidity. If it revs you have a vacuum leak. Once the throttle is released the engine will re fire after several seconds and run properly until you crack the throttle open all the way again and hold it open.
Tuner stated that bike was cutting out at about 5200 RPM in 4th gear with a speed of about 85 MHP and cutting out at about 4500 RPM in 5th gear with a speed of about 90 MPH. Its not hard to do it just takes some time. I changed the spark plugs and ran some sea-foam through it and still continuing to cut out.
